Viacheslav Prokopovych (1881-1942) was a Ukrainian public and political figure, publicist, teacher, historian, and one of the most prominent figures in Ukrainian political emigration. From 1924 he worked closely with Simon Petliura in Paris, after whose tragic death he became head of the exile government of the Ukrainian People's Republic (1926-1939). In the same years, he was the editor of the weekly "Trident" (Paris), where he published several journalistic articles, including "The Testament of the Eagle." He is also the author of a number of scientific and historical works.
